Roy Cooper is the strongest recruit Democrats have landed in a decade, anywhere on the map. Six statewide wins: two terms as governor, four as attorney general. He won in 2016 and 2020 on the same ballots Trump carried — proof that a meaningful slice of North Carolina voters will split their ticket for him specifically.
As governor he vetoed the 2023 abortion restrictions and forced the legislature to override him, fought a Republican supermajority to a standstill for eight years, and finally got Medicaid expansion signed in 2023 after a decade of trying. Thom Tillis's retirement left this seat open, and Cooper's opponent has never appeared on a ballot.
